Why do I think it's been value-engineered out of the project?
... and that little wire that was there doesn't look substantial enough to have powered a fixture the full height of the building (though I'm not an electrician or engineer).

Maybe a conduit and a junction box was tied onto that bracket. We will have a good look at it soon.

It seems like that white part of the wire has been there since that part of the wall was formed. But if it was "planned" why wouldn't they just leave it hanging out on the closer part of the column? But the question also is then why does it seem to go back into the floor of the patio?

Yeah, the white part looks like a covering / conduit, but why does it end back there?
No clue why it curves back to the patio.
There's a support in the middle where the wire runs through something that looks like an eye bolt, so the wire isn't a structural bar.

I assumed that was just setup to centre the wire in the concrete forms.

If you look at the interior wall along the spines it seems like there might be at least one more white cable coming out of that wall further up?

Stepped outside to take a look...Those white things are not wires, they're tie-off straps mcminsen Flickr photo
The wind must have put it there or a concrete finisher hung it on that bracket so it wouldn't be in his way.

Since I was out here, took a look at the entrance.
Two steel posts installed, one days work. They will be working this entrance for the next few weeks.

No wires, that bracket is just reinforcing for a small curb. In this photo mcminsen Flickr photo the underside of this balcony's ceiling (large common area) is not closed up at this area.
If this is a retrofit for LED, they can access power for the LED at the top of the fin (from the mech room).
Or the work being done here has to do with the unfinished ceiling to it's right

7:30am Monday morning...Did not witness the collision (heard it). They was traffic control (flagger) to guide the mobile crane. Mobile crane making a wide right turn.
Nobody hurt, first responders left at 8:10am.

I've never seen this side paneling before. It looks pretty good. Much better than a blank wall at least.

When I'm people watching from my balcony, I've noticed a lot of folks are taking notice of the Office Tower.
Which is good for the car dealership's showroom floors.
