They didn't kill it, they baited and switched the city by shuffling road improvements first and the train towards the end of T2050.
I'm still holding out for "Prop 500"--the extension to 400--which should be in the planning stages and could hypothetically accelerate T2050 as well as program new services such as regional rail.
