Does the Ottawa River ever freeze enough that people can walk anywhere on it between Ottawa and Gatineau? Probably not? It would be unusual to have a big open accessible space like that with nice views in the middle of a city. Arguably the best angles of the parliament buildings and skyline.

I don't think it freezes much, if at all in the downtown area where there's a higher concentration of falls and rapids. The river seems to freeze more towards the east (I want to say east of the Gatineau River). I do believe some people drive their skidoos and ice fish in that area, but officials don't encourage the population to go on the ice.

Those are my not so precise observations. Maybe someone else can provide a more accurate assessment.

Noticed this view in a condo ad, and liked what the Grosvenor Pacific and the Bjarke Ingels tower is doing to the skyline here. Burrard Place, not so much
