The only area that I have seen downtown with a decent amount of boarded-up first levels are several bars along Dirty Sixth Street.
As previously mentioned, the rest of downtown is quite normal - albeit with less vehicular traffic. However, that is starting to come back.
I will note that I-35 and MoPac (through downtown) are both approaching pre-COVID traffic levels during rush hour.
