I guess like Ottawa, Halifax, Quebec City.. probably similar reasons? Although Victoria doesn’t have an official reason like the Citadel in Halifax or Parliament Buildings in Ottawa.
So many reasons and island culture I guess. Everyone agrees with short height limits in historic sections of Victoria, but even outside of that a typical constraint is 14 to 17 storeys unless there is a compelling reason - such as the preservation of the Hudson Bay building, which in turn the city allowed the developer to build Victoria’s tallest at 26 stories, a 23 storey rental under construction and a completed 12 storey rental all on the former parkade lot.
There is proposal by Starline that is going through the approval process that will remake a two block section of downtown with all rental buildings of 19, 21, 27, 28 and 32 storeys. Will be interesting to see how this goes with the desperate need for more housing.. I wouldn’t be surprised to see the city knock these down in height as per their usual practice.
