If it's a 4 lane highway blasted through a mountain of rock, you need to blast that big median too. If there's no foreseeable need for 6 lanes eventually, why bother? Sure, you have to account for fill in other areas of the project, but still.

That's what I used to think too, until someone who works in road building (not sonysnob aka AsphaltPlanet this time lol) told me that rock blasting is actually a matter of economy of scale. Let me find that quote.
