I hear ya Scott Harding. As a designer, I have faced similar situations. Here in Seattle we have a process through the city that has community outreach. I assume that SLC would have something similar, but maybe they don't since there has been no public records of the project made available yet. The best response from the designer is to come up with something that would allow for those similar bar/retail uses to occupy the ground floor.
I recently designed an 8-story apartment project that proposed the demolition of some funky bars, pinball arcades, & jazz club. Our response was to design the building so that similar types of uses and eclectic character can still occupy the ground floor. It's still idealistic, and may not be feasible for some of those bars to return without some lease forbearance due to the cost of new construction, but it's still the best response for a new building that replaces places like those. Here are a couple images, of the previous site and proposed design. The new design is a little too sterile on the front side (IMO), and the renderings show a bunch of young hipsters whereas the existing bars cater to the older local community that are artists or bar tenders, etc.
