For government offices I think they will greatly transition to giant shared / hotelling spaces for use by any government worker and not just specific departments. There will be exceptions for some with security or special equipment. COVID has really shed the light on what government work is required and who is really not - expect to see some downsizing of office space as well as workers and also encouraging hiring from regions where they work remotely from home.
