Are the destinations in the Persian Gulf about traffic to from the Persian Gulf or is it mostly traffic to/from India?
A few years back when I was based in Victoria I would sometime clear customs in Seattle at the same time as the Dubai flight. It was a miserable experience. I know there is a new international arrival area in the work. Not certain where that is. Until that comes online YVR is still the better connection point.
The other factor that can not be discounted is the amount of Americans who were driving up to YVR from Seattle. The long-term parking lot had a lot of Washington state plates in it. Those travelers would not be stopped at the boarder. That will eventually return.
