Here's why:
(1) Highway 11 wasn't twinned all the way to North Bay when Rick Bartolucci started advocating for the extension of Highway 69. The former has lots of towns (on average, one every 15 km, between Gravenhurtst and North Bay, in fact) along the way but the latter has
nothing outside of Parry Sound (between Highway 93 and Highway 17).
Hence, now that I think about it, it's not entirely accurate to say that the harder terrain along Highway 69 is why it's progressing slowly. Terrain along Highway 11 is only slightly better thanks to the farmland around Powassan (and pockets elsewhere), and it's really bad south of Huntsville (especially with that slope north of Highway 141).
(2) Have you already forgotten the complexity of negotiation with FN's? Working with Wahta took like what? 6 years? That was only
one FN too. You can imagine the timeframe now that we are talking to 3 FN's.
Ps: This is also why Highway 17 twinning west of Kenora is stalled. (I thought the memorandum of understanding signed 2 years ago would mean that consultation was done...)
