Prince Albert's downtown is quite lacklustre, but it's invested quite a lot in revitalizing the downtown with the Prince Albert Arts Centre and EA Rawlinson Centre for Performing Arts.
One good way to gage small cities downtown's is the retail sector. One of the last news articles I read about Yellowknife almost a year ago was the state of it's only indoor shopping mall.

Just like any small city, it's sport facilities are some of the main centres for people gathering, especially in Winter.
Prince Albert's Art Hauser Centre 3,000 seat arena is a focal point for sports
...I'm not sure what Yellowknife has in comparison, I hope it's nice too though.

Prince Albert approved plans earlier this Summer for a $60 million 400 seat Aquatic swim/diving centre with wave pool and wakeboard & surf rider wave machine along with twin hockey arenas each with 800 seats, recreation complex. A joint Saskatoon/Toronto architectural firm won the winning bit for the development that is to be built on the city's southeast corner, unfortunately not along river or downtown, like Moose Jaw's 4,500 seat Mosaic Place coliseum built earlier last decade.
Prince Albert had requested financial assistance from the Federal Government from it's public funding package for Canadian civic sports agreement but because the
Prince Albert Raiders of the WHL hockey league are considered a "Semi Pro" sport team the feds rejected any funds for a new arena for the team.
Prince Albert is still ear marking another $60 million phase 2 for an eventual new 4,500 seat hockey arena to be built right next to the Aquatic & dual arena complex in the future.
