Agreed. At the time, I couldn't understand why they didn't just spend some cash on renos and enhancements to Scarth St Mall and Victoria Park instead of building the useless Plaza.
I recently asked why Scarth St Mall is in such bad shape, and who is responsible for it. It technically is classified as a City Park, and this division is typically underfunded. At least that is what I was told. I am sure some of you know more than I.
