I can't remember the cutoff but it's something like 3 m required between buildings to have windows instead of just a firewall, to prevent fires from spreading between buildings. They need to have that setback here.
On some older buildings you can see that windows were bricked up or punched out as needed over the years. In some rare cases you can also see the iron shutters that were used as a fire prevention measure.
Aside from providing views the windows let natural light in plus they provide a means of egress that might be needed for safety reasons. I'd generally rather have a room with a window near another building than a room with no window at all.
