If that was true, then American would have canceled YYZ, YUL and YYC as well. They didn't.

The airlines have no business telling the government what to do in terms of national health policies/border restrictions. They should mind their own business. Borders are closed for a reason.
This being said, Canadians have always been able to travel to the US by air. Only the land border is closed to non essential travel. Knowing this, and the fact that AC/WS still havent resumed a good chunk of US routes should tell you everything you need to know about demand to the US right about now.
And where did you get the idea that Trudeau expects the airlines to keep operating "as he sees fit" ? AC/WS are free to cancel whichever routes they want.
So I don't know what you are ranting about.
