COVID might be a perfect opportunity to pull the plug in the RTG and send the trains back to Alstom for a refund. Normally this wouldn’t be feasible as we needed the system, but ridership is so low these days and will be reduced for the forceable future.

Ottawa's transit boss remains skeptical the Confederation Line will be running reliably by Labour Day, despite a promise from the light rail system's builder to finally have 15 trains running a month before.

John Manconi, Ottawa's general manager of transportation services, had told LRT constructors Rideau Transit Group (RTG) and its maintenance arm that the city wanted the myriad issues plaguing the Confederation Line fixed by the end of August, so that the $2-billion light rail system would be running smoothly by the time the local economy recovers from the current pandemic.

But three months after being issued a notice of default by the city for allegedly failing to meet some of its contractual obligations, RTG still hasn't given the city a date for reliability.

"We are not confident that they're tracking to the end of August," Manconi told transit commission members on Wednesday.

According to the transit boss, there is some disagreement between RTG and the French train provider, Alstom, over which issues are outstanding.

"They're blaming each other, and our position is we really don't care, we didn't buy a system whereby we're in the middle of you folks," Manconi told the commissioners. "We bought a service that is very simple and straightforward. We bought an outcome and that's service ... that's trains every day, reliably."

There was some good news in the LRT update: RTG has promised to run 15 double-car trains beginning the morning rush hour of Aug. 4.

In fact, Manconi had told councillors and the public for a year that the Confederation Line would run 15 trains during the peak hours, with two trains in reserve as spares. But just a month before the LRT launch last September, Manconi announced that the city would only be running 13 trains during rush hour — although even providing that number proved to be a challenge for RTG on many occasions during the past 10 months.

But the commission heard that 37 light rail cars are now ready for use, with a 38th on the way. That translates to 19 two-car trains that should theoretically be available for service on the Confederation Line.





RTG did not immediately respond to a request for comment about when fixes to the Confederation Line might be complete, but Manconi said the consortium has made progress on a number of fronts, including a major upgrade to the software that runs the doors.

One outstanding problem has to do with the switch heaters, which caused problems earlier this year. It appears the city would like RTG to upgrade the Confederation Line heaters from electric to gas-powered, like the ones used on the Trillium Line, but the consortium may be reluctant to spend the money.

Manconi said RTG has not been paid since a $4.5-million cheque sent to them late last year for September service.

"They call [city manager] Steve Kanellakos and myself every second day looking for money, and we keep telling them the easiest way that council will support us giving you money is if you give us the service," Manconi said Tuesday.

The city may owe RTG some money for service provided in December and the spring, Manconi said, but is also looking to hold back millions in payments because, it argues, RTG hasn't lived up to the service it was supposed to provide under the contract.

An update on the legal and financial dispute between RTG and the city will be given to councillors in camera at the July 15 meeting. Councillors are also expected to hear what other options, if any, are available to the city if it believes RTG is still not living up to its obligations.

At the transit commission meeting last fall it was mentioned that the Trillium Line hasn't encountered a rail crack in the cold. I can't remember if it was explicitly stated whether the Trillium Line has received slow orders because of the heat though?

I remember Catenary mentioned that the ties are anchored fairly well, but I'm foggy on the details.

The Trillium line trains likely aren't fast enough to be affected by a slow order as its top speed is probably lower than the slow order would require.

Both lines have(had) approximately the same top speed of around 80km/h. Stage 2 will actually add a short section between South Keys and Leitrim where trains will hit 100km/h.

Really? The stations on the existing line seem too close together for them to get up to 80km/h, especially with DMUs.

I know for sure that Mooney's to Carleton would exceed 50km/h, but the top speed areas were in the Dow's Lake tunnel (so, immune to the sun), and then between Carling and Gladstone.

I don't recall any noticeable slow orders due to heat on the Trillium Line, but there have been some due to the spring thaw and other issues.

I think the line benefits from a few things. First, there is the tunnel and trench at the north end to shade the tracks. More importantly, I don't think there are any stretches with a significant length of track without gaps or other places that would adsorb some expansion. There's 2 diamonds, multiple switches and jointed rail over the Rideau River bridge that would all hep. Combine all this with the relatively lightweight and slow rolling stock and it would have to be very hot to have problems.

O-Train Line 1 will be closed all week – and it 'may be further extended'

The O-Train Line 1 is now scheduled to be shut down until the end of the week, but the closure for work to boost the troubled train’s performance could last even longer.

“We are continuing to work closely with (Rideau Transit Group), as this current closure may be further extended, or additional closures may be required over the summer,” general manager of transportation services John Manconi said in memo to city councillors Sunday.

“The focus remains on improving service reliability for our customers.”

OC Transpo staff will be on hand to direct riders to replacement buses that will be running along the Confederation Line during a fourth closure for work since the beginning of May.

The nine-month-old line had been scheduled to shut down Sunday, then have partial service running between uOttawa and Blair Stations through Wednesday. But an extension was approved to “expedite” the work.

RTG planned to implement updated train control software that was tested during a previous temporary closure and continue infrastructure work on the track and overhead catenary power supply system, according to an earlier memo.

Residents may see trains running and a variety of high-rail track equipment undertaking inspections and adjustments along the track.

The chief executive of the Rideau Transit Group is leaving the company.

Peter Lauch’s last day with the City of Ottawa’s LRT contractor is July 10.

Lauch’s plan to leave the company has been in the works for about a month and city management was notified late last week.

Lauch has been CEO of RTG since 2018. The RTG partners named Lauch CEO of Rideau Transit Maintenance, the maintenance arm of RTG, last November.

In a statement, Lauch said: “When I accepted the challenge to head up RTG, my primary objective was to oversee the transition into revenue service. The RTM role was taken to quarterback the restructuring of Rideau Transit Maintenance. It was always my intention to stay on for the time necessary to complete those undertakings.”

According to a statement by RTG, the partners — ACS Infrastructure, EllisDon and SNC-Lavalin — “reluctantly accepted Mr. Lauch’s decision” to leave the company.
