In short, No. The project design has already been approved but they've yet to apply for permitting. Currently, it appears they are trying to align financing before getting the project off the ground. Lastly, since the project design was approved prior to the affordable housing mandate came into effect (20% of units affordable), they can avoid the mandate, which provides incentive for this to get off the ground sooner rather than later.

How long are projects that were approved prior to IZ vested?

Three years from the date of the design review decision. In this case they have until October 19, 2020 to break ground.

There's also a new building code coming into effect in October of this year. From October to December projects have the option being submitted under the current code or the new code. In January it becomes mandatory to use the new code. I don't know much about it, but know there are some changes to related to seismic design for high rises in the new code. If they're going to build the project they'll probably submit at least a foundation package prior to the end of the year.

I dont' see how anyone can expect to get a building permit issued in less than three months from now, unless they try to go with a foundation only permit?

Thank you, this actually makes a ton of sense when you break it down like that.

Looking forward to this building. The West End has sure picked up steam with this and the several hotels around the food cart block. The skyline from Pittock with Mt. Hood in horizon will be much more filled in with this and Block 216. US Bank Tower has stood all alone for too long on the north end.

Thanks for the update. I am so glad they have found founding before a major downturn in the economy . . . . same with Block 216 down the street. Sounds like out of state investors still have faith in the Portland real estate market . . . .

Interestingly, I was driving by this site last week and it appeared that a contractor was busy freshly bricking up all the windows on the existing adjacent building (the one with the mural). Don't know if that means construction is imminent but sure looks like they're serious about it...

Wow - Thanks for the photo. I had no idea the project broke ground already. The view from Pittock Mansion in 2025 will be much different than it was in 2015. The dead zone between the Fox Tower and US Bank Tower will be filled in by Park Avenue West at 460', The Ritz Carlton (Block 216) at 460' and Eleven West at 290'.
