It's the last number on the page, including their retirement pension and benefits costs and things like building services, capital financing, wastewater, liability claims, debt service, etc. It represents the actual cost of the police force and not its budget.
Canada and the US organize municipal budgets differently so it's hard to make direct comparisons. I couldn't really tell if Toronto's budget includes retirement contributions and benefits plans or not.

I find it very presumptuous that all these older white people (and they're always older white people) are the only ones pushing the "there is no systemic racism in Canada" narrative. Why is that line of reasoning so exclusive to them?
