I don't think 'few employees want to be there' is accurate at all- the people fleeing New York, Chicago, and other large cities in the north tend to be middle class and live in the suburbs or outer boroughs. It is getting very hard for the middle class and poor to afford a decent house or apartment here. State finances/corruption play a part of this as well. The rural areas, such as upstate New York, are getting hit much harder with population declines, mainly because more people are dying there than being born, and young people don't want to live in those areas. Industry is leaving too because young people make a large percentage of the workforce. Manhattan is seeing some population decline, partially because some immigrant communities are being displaced by higher priced apartments, and some immigrant communities tend to have more occupants per apartments than many in the more affluent professional demographic. Public transport is another conversation, but it is easily the fastest way around town (assuming no Pandemic is happening)
