Momentary lapse on my part; I had forgotten he was Vice-Chair.

I'll clarify... I was heartened to see Jeff Leiper as acting chair because I see him as in independent yet reasonable voice.

Alas, today FEDCO nominated Tim Tierney as the new chair of Transportation

Hog's Back Swing Bridge to remain closed until Aug. 28

Joanne Laucius, Ottawa Citizen
Updated: February 20, 2020

Repairs to the Hog’s Back Swing Bridge won’t be completed until Aug. 28, says the NCC.

The repairs, which began last August, have stopped vehicle traffic access between Meadowlands Drive and Colonel By Drive. The repairs had been scheduled to be completed by May 1.

According to the original plan, around May 1, Meadowlands would be opened and repairs to the stationary bridge on Hog’s Back Drive would begin. This would force closing Hog’s Back Road, which would be re-opened by the end of this year.

However, as of Thursday, it was unclear if the stationary bridge project will commence as planned or if that project will also be postponed. Repairing both bridges at the same time could block traffic to both Meadowlands and Hog’s Back Road, causing even more headaches for commuters.

“We have heard loud and clear since the day the bridge has closed about the amount of time people have waited in traffic,” said River Ward Coun. Riley Brockington.

Since Meadowlands Drive has been closed, commuters have been forced to use Riverside Drive. There have been extensive backups on Heron Road in the afternoon, he said.

“Heron Road is sometimes backed up past Alta Vista Drive, and they are all going westbound. We never saw traffic this backed up before the bridge was out of commission,” said Brockington.

“The real question is whether the delay of the swing bridge will delay the start of the stationary bridge. The city of Ottawa will have to assess what would happen if they were both out of commission.”

The National Capital Commission (NCC) announced that components of the swing bridge had reached the end of their life cycle last year, and said it was undertaking rehabilitation work to extend the bridge’s service life another 20 to 30 years.

According the NCC, when the swing bridge is open, it carries between 18,000 and 26,000 vehicles a day. The work on the swing bridge is to replace existing steel grating with a closed deck, recoat the structural steel and replace the railings, the bridge control and mechanical components. Pedestrians and cyclists have not been affected.

In a statement, the NCC, which has responsibility for the swing bridge, said although work is progressing well, there have been challenges in the procurement, such as the scarcity of qualified contractors due to the highly specialized nature of the work, as well as construction, such as unforeseen site conditions. The removal and demolition revealed the bridge’s components were in worse state than previously expected.

“The NCC regrets the impact that this extended closure will have on the public and is working with its partners, including Parks Canada and the city of Ottawa, to help mitigate the effects to traffic. Current detours will remain in effect and additional information will be shared with the public as it becomes available.”

A spokesman for Parks Canada, which is responsible for the stationary bridge, said there will be more information about the stationary bridge project on Friday.

All three players — the city, the NCC and Parks Canada — have been invited to a meeting to be held on Tuesday, said Brockington.

Just received this by email. This highly welcomed news will constitute the four-laning of the residual two-lane vestige of Hunt Club Road.

<<As part of the 2020 budget, additional funds have been secured to widen West Hunt Club Road, west of Moodie Drive to Highway 416. This extension has been added as part of the Kanata South Link project and work is expected to start in March 2020 and be completed by mid-2021. Work includes:

Tree removal to accommodate construction;
Widen and resurface West Hunt Club Road west of Moodie Drive to Highway 416
New tree planting and landscaping; and
Environmental mitigation on-site and wetland compensation off-site.>>

Does West Hunt Club even extend to the 416? I though it ended at Richmond Road? Isn't part of this (Richmond to 416) a construction project as opposed to a widening project?

Hunt Club starts at the 417 in the east, crosses the Rideau, crosses the 416 and ends at Old Richmond in the west end.

The Downtown Richmond Road (that foes through Westboro and past Bayshore) ends just before Bell's Corners where it becomes Robertson. From Robertson, you turn right on Moodie (heading west), and Moodie becomes Old Richmond Road (you have to turn left to continue on Moodie). Quite a mess.

Driving west on Hunt Club, after crossing the 416 (where it becomes one lane in each direction), you go past the Lone Star Ranch, cross Moodie #2 and it ends at Old Richmond.

My brain malfunctioned. I was mixing up 417W and 416.

Quebec police to limit Ottawa-Gatineau border crossings for COVID-19 control

Norman Provencher, Ottawa Citizen
Publishing date: 40 minutes ago • 2 minute read

The province of Quebec has announced a stringent set of travel restrictions — including control points on the bridges between Ottawa and Gatineau — as part of its attempt to fight the spread of COVID-19.

“The Sûreté du Québec is working closely with the Service de police de la Ville de Gatineau and the Service de sécurité publique de la MRC des Collines-de-l’Outaouais in order to put in place common measures to limit the movements that will be controlled on a random basis by police forces,” said the press release issued shortly after 9:30 a.m.

The measures are part of a larger set of controls to limit movement in a number of regions within Quebec.

According to the release, the measures will not affect health care and services, and services essential for the continuity of commerce.

Although the release said the measures would begin at noon, there were few specific details. The Sûreté du Québec and Gatineau police had no immediate comment on the measures.

Local MNA and minister responsible for the Outaouais, Mathieu Lacombe, tweeted that the measures were “difficult, but necessary.”

Chantale Lamarche, president of the regional Conférence des préfets de l’Outaoauis group, a regional panel that includes representatives from a number of area communities, as well as Gatineau Mayor Maxime Pedneaud-Jobin, lauded the government decision on Wednesday.

“I’m proud of the work our group has done leading … to this excellent decision,” Lamarche said in a Facebook message.

The group has said in the past that “strong recommendations” last week from Pedneaud-Jobin and Ottawa Mayor Jim Watson to discourage non-essential transborder traffic had not had results and that stronger measures were required.

The government also announced new mobility restrictions within the province in the Laurentian, Lanaudière and the Mauricie and Centre-du-Québec health regions.

On Saturday, the province announced border controls between Ontario and Quebec’s northern Abitibi region as well as between Quebec and New Brunswick and Newfoundland and Labrador.

I've heard on the news today that the measures might be sporadic, and that Ottawa police would be doing the same going the other way at one point.

So far the only reports I have are on the Quebec-bound Macdonald-Cartier.

Booth and Portage were bumper to bumper 30 minutes ago but now all clear. Must be sporadic, to get the word out, which makes sense.

Change in plans. Watson says they won't be controlling vehicles coming over from Quebec.

Champlain was blocked too around 2pm yesterday. Took an hour to get through. Did not see anyone turned back...

Will be interesting to see the amount of traffic today. There were a TON of Ontario plates in the lineup going to Gatineau at that time... none of them looked like essential workers (3-4 in a car etc.).

PS - I like the idea, even if it acts as a general deterrent.

Does anyone know if they're also holding up bus passengers, pedestrians, or cyclists?

EDIT: It turns out that the STO is running as usual and its passengers aren't impacted, according to its twitter account.

As has been said, it's best to view this as a deterrent (or a filter), as opposed to a "dam".

- "There's been no traffic and fewer emissions the last few weeks."
- "How can we fix that?"
- "I know! Let's block the bridges!!"

I get it, but they shouldn't be doing this during business hours. Even now, I'm sure thousands have to cross to get to work. Not everyone has the luxury of working from home. Blockades should be set up during off peak hours.

It's your doctors who are stuck in these jams and can't get to work on time .... thus canceling clinics etc.

For my spouse this guarantees eventual repatriation to Ontario for practice.

I think this announcement mixed up east and west. Hunt club is currently being widened from *moodie* the side road, to Old Richmond, making a new mega-intersection. I figured the stretch from the 416 to Moodie didn't really need 4 lanes as there's not really anything in the field there. maybe a middle turn lane here and there.

Aaaanyways, the announcement says Moodie west to the 416. But the 416 is east of Moodie...

I would surmise only a teeny-tiny percentage of Gatineau's doctors live in Ottawa.

Owing to greater employment opportunities (and up until fairly recently AFAIK, much higher pay), the number of Gatineau residents who are doctors employed in Ottawa is certainly significantly higher.

This is neither gloating nor complaining BTW. Just something that seems like it would be a logical fact.

You're probably right, but on my spouse's team 50% live in Ottawa and work in Gatineau... for now.

Gatineau is a tough draw for medical professionals within Quebec It can ill afford to annoy them.
