You are correct..
The answer to that appears to be the concrete wall directly above the last window on the far right on the 5th floor- you can see its clearly higher than the other windows as they have been patched in with yellow board to match it.. this may have been for structural reasons.
What everyone needs to understand is the render you see for a building design is done before the engineers get at it and determine load bearing calculations, which often changes the design to reflect physics and reality so that it doesn't collapse. Because it doesn't have a 6th floor above it the concrete has to be thicker - you can see the same thickness on the 6th floor roof - so this is most likely a structural reason. If there wasn't that downstep those windows probably could have all been maintained at the same height.
I mean if you look at the original render lots of little things have changed - like the difference in colour brick and the brick facing on the front on either side - no glass transition down between the 2 buildings - no pure curtain wall on the top floor, no removal of the brick buttressing that was put on the side of the lister block, etc.
