Hard to label anything that would reduce the impact of a global pandemic as "irrational."
Obviously we can't tell people to shelter in place for an undetermined period of time and leave them with a half re shingled roof. There is a balance to be found, exceptions have to be made, but in my mind, any move that gets people inside and away from human contact ASAP is the most rational policy there is right now.
