two other potential considerations...

there are some municipal requirements on building signage that may have impacted the placement (i.e. only office buildings are allowed signage at their crown and the top of the residential might not have been considered the crown for the office building).

the level that signange is at is more visible from adjacent towers whose sight lines may not include the top of the tower and is probably more visible from adjacent streets and sidewalks than if it was at the very top.

it's also worth noting the marriott signage is at the marriott's crown and not at the top of that building as well, probably for the same reasons.
