Just part of the design. This looks like it took inspiration from 111 West 57th. The NIMBYs did not want this one to rise, being "out of scale" with that neighborhood, but fortunately, their demands were never heeded. The design wasn't anything that was forced via compromises.

There are set backs required as per the code but I'm inclined to think that the frequency of set backs that we see was intentional and part of the design. hence the frequency of how many set backs goes above and beyond what was required. If you look at the base height of the surrounding towers or other towers rising on the UWS, the code is not that stringent that you need 10+ set backs over a relatively short height for a building past the base. Even if keeping in touch with the grey area plane.

Judge Rules Permits for 200 Amsterdam Avenue Should Be Revoked, and Building Reduced in Size

New York State Supreme Court Justice W. Franc Perry ruled on Thursday that the building permits for 200 Amsterdam Avenue, the nearly completed 668-foot building at 69th Street, “should be revoked, and the building reduced to conform with zoning regulations,” according to Scott Mollen, an attorney for the developers, SJP Properties and Mitsui Fudosan America. The number of floors to be removed was not specified.

Mollen said “We believe the ruling is absolutely incorrect in numerous ways, and we intend to promptly appeal.” He said the city may also appeal.
