That Copper Square crap was for the whole downtown. Legends is technically what the consultant says Phoenix needs, plus Roosevelt Row, or whatever's left of it, is there too.
The problem with this consultant is that you can't just manufacture these kinds of neighborhoods. They typically organically grow on their own without some top-down design.
