How do you know 1100' is the base? And where is it published that they just use that blanket for downtown?
The other times I've submitted for a determination of an Obstruction Evaluation on a Notice for Proposed Construction, It's site specific based on the lat/long and actual site elevation. Why would they typically make determinations site-specifically, but make a blanket 1,100' for downtown only?
The FAA webportal where you submit these notices to the FAA is very detailed and site-specific with the actual (to the nearest foot) elevation as an input. Not just general info and then an FAA evaluator thinking "OK, this is downtown, so I'm going to assume a site elevation of 1,100') It doesn't make sense that this also wouldn't be detailed and site-specific.
