Why serve existing transit users when they are already using transit?
Seriously though, the city prefers stations that stimulate TOD, as that results in development fees being paid to the city, which gives them money to spend. Serving an established neighborhood that doesn’t have any TOD potential doesn’t result in any new revenue for the city.
