I feel like this is a subjective question. In terms of sheer number of new high-rise projects, Seattle or NYC could take the tops. In terms of the mass added to the skyline profile, you might consider San Fran or Miami. In terms of filling in the built environment and increasing density, Chicago, Minneapolis or Denver come to mind. Austin to me tops the list in terms of night-and-day transformation.
