I still don't understand why we're having this conversation. Literally every other overpass on the highway doesn't have fencing or whatever. Or overpasses over train tracks, or the edge of nepean point itself, or the larger bridges that pass over boat traffic. Only the couple of OC transpo pedestrian bridges are covered, and I think that's more for salt and ice spray/maintenance for pedestrian traffic because you can't easily run a sidewalk plow up there.
I think the reliable thing to keep people from throwing rocks is to just rely on the fact that most people don't throw rocks off of overpasses. And the few reportable times it's happened in the entire province over my lifetime can be counted on one hand. And also it's not like it's a highway, it's just a street below.
I'm mostly concerned that the steel detail the architects designed isn't feasible and it'll just be a straight box girder or a pretensioned concrete jobby.

All you have to do is look around at what they do for culverts; large metal guardrails to prevent people from dropping two feet down...
