We do not know that for sure concerning the new complex. It depends on what type of management agreement is reached by the university, the city, the NCC, and any private partners.
Local government currently holds all the cards because they control the land needed to build this. The NCC may continue to own the land and only lease it to the partners who build the complex, just as they lease the Sandy Hill Arena land to the City They should be able to drive a hard bargain on behalf of the community. uOttawa goes not have a lot of good options for building it elsewhere.
