i think you might be conflating two things...
the gondola project's principals and spokespeople have been quoted as follows: "Hansen-Carlson intends to prove the gondola’s viability to the city in just over a week when a feasibility study for the project will be submitted, outlining the technical plans as well as the economic details, which has garnered most of the trepidation from city councillors with concerns about public funding.

“We’re not asking anybody for a nickel. In order to back up that statement, we will outline our capital plan and financial structure of this business to assure people we have the financial capacity,” said Hansen-Carlson."

i'm not sure how much clearer they can be that the gondola will not be asking for nor requiring public funds.
as for the power plant, all of the costs involved in rehabilitating and restoring the power plant are already a municipal liability and have been since the city assumed ownership from epcor. the gondola project doesn't change that one way or the other than offering the possibility of city being able to cost-share or download some of those liabilities.
