After I posted that, I checked the latest permit info. Apparently they are having some significant issues with water/waste water connections to the site. One permit filed last May for excavation for water/waste water connections was extended through the end of October. That permit has been extended multiple times. And a new permit was filed last Wednesday, 10/02 for an emergency water leak.
