Work might have stopped but for some reason the crane is in a different position from time to time. Anyone else notice this?

Cranes have wind sensors so that they reorient to reduce wind shear.

The crane is most likely not locked in place. It is allowed to move with the wind like a weather vane. Less stress on the crane.

A man scaled the crane on this site on Tuesday morning.

I believe the security of this site (and many others) leaves something to be desired. Too lax.

Looks like he got the foundation permit. Then started building up, but didn't have the superstructure permit.

Has the usage of this building changed?

The first stop work order on April 9th states the building is a "25 storey multiple dwelling building.".

The newest one on September 17th states the building as a "25 storey hotel/commercial building.".

Nothing has changed on Vrancors or Brooklyn Contracting web site.

If it is a hotel than it totally has the elements of an alt hotel design.
