Thanks! Looks pretty good. After seeing these plans, I have more faith in the development now than before. Hopefully, they work with the City to eventually build an MUP bridge over the Parkway to LF Station.

Still too much surface parking IMO, and if they were serious about this being TOD, the pedestrian-focused area should be on the east side of the site closer to Lincoln Fields station rather than out by Croydon.

Not seeing great transit connectivity in this, in fact it’s telling that the renderings show the old Transitway station instead of the LRT which will likely be in place by the time this is built. Looks like an island into itself with little relationship to Richmond Road or Carling Ave.

Like, why not have the Metro grocery right up against the Carling sidewalk and have the parking lot behind. Putting acres of parking in front of the store is 1950s and 1960s design.

Or acknowledge that the Wellington-Richmond Road axis is one of the oldest main street spines in the city and continue to build on that. The north side with the car dealerships is also ripe for redevelopment.

Agreed. Even in the final plan the focus seems to be internal (on the central roundabout) rather than external (framing Carling Avenue and Richmond Road).

There is no clear vision for Lincoln Fields

Lincoln Fields is on track to become the next casualty of the city’s piecemeal, reactive approach to urban development. This large area is about one third the size of LeBreton Flats and will soon be redeveloped by RioCan. It’s a key site of LRT Phase 2 as the intersection of the east/west and north/south lines.

There is huge potential to make this a vibrant, connected and future-oriented hub. But this potential is threatened because there is no clear vision for this area, and the city’s planning processes are not designed to allow this vision to take shape.

This Sept. 4, the city’s committee of adjustment will make decisions about bylaw variances for the interim phase of the Lincoln Fields redevelopment. Later this fall, the planning committee and city council will consider the entire interim site plan. The full site plans are still vague concepts and pretty drawings, although to date, RioCan has shown some openness to engaging with neighbouring communities.

In the meantime, other developers are moving forward with proposals to build a 13-storey apartment building adjacent to the site (four storeys over the current allowable height) and a three-storey apartment building across Carling with no parking. In surrounding neighbourhoods, single-family homes continue to be replaced by buildings with four semi-detached units (each with basement suites). This is without further planning for local infrastructure such as parking and sidewalks, or concern for the mature trees and diminishing greenspace that once characterized these areas.

At this point, linking the Lincoln Fields Station to the mall remains a good intention, as does friendly street access for nearby residents, and bike and pedestrian connectivity. The development of a broader city plan for the Lincoln Fields/Carling Street area has already been postponed and won’t begin until the fall. By the time it is completed, many of these projects will already be moving ahead, cramping the space for innovation and cohesion. City planners have already told residents the plan itself will only serve as a guideline and is likely to be changed when developers make their formal proposals.

These processes are all being undertaken independently of each other; no city office is charged with taking a big picture view of this development. When neighbouring community associations and residents flag issues, our concerns are often acknowledged but dismissed because they fall outside the narrow mandates of individual departments. LRT issues are addressed to one office, concerns about the impact on greenspace to another. Parking problems, we are told, will be solved after development through complaints to 311 and parking fines. Climate change? City council just declared a climate change emergency, but the committee of adjustment can only consider the technical impacts of developers’ requests, not the climate and environmental impacts that result.

West-end residents want the redevelopment of Lincoln Fields to be thoughtfully planned, accessible to the residents of nearby neighbourhoods, and integrated with transit. If the city wants this and other redevelopment to be successful, then we need to see the city align its processes and start planning for that success.

Lisa Monette serves as president of the Queensway Terrace North Community Association, and Kathy Vandergrift serves as vice-president and head of the planning committee for the association.

I remember a "Red Dwarf" episode where they declare a "Red Alert", and so they change the light bulb for a red one, and nothing else is done.

lmao! Now that you mention it though, this would be an ideal spot for a really "green" project. Located right beside the river and the parkway and with that beautiful apple orchard across the way, this development should reflect and compliment all that green space.

Not sure if you are aware, but that apple orchard is being completely destroyed by LRT Phase 2

Unless Windmill buys it, and Windmill is busy with Zibi, I don't see that happening.

Site plan for first bit of Lincoln Fields mall redevelopment approved

The planning committee approved a site plan for two new commercial buildings at the Lincoln Fields shopping mall land.

It’s the first small bit of RioCan’s larger vision for the 6.5-hectare property.

In the first increment, RioCan would demolish the mall and build at 2,600-square-metre single-storey Metro grocery store in the middle and a two-storey 1,500-square-metre Rexall and office building near Carling Avenue. There would be a reconfigured parking area serving the buildings and OC Transpo buses would continue to have access to the property.

Representatives of community associations questioned RioCan’s choice to build the Metro in the middle of the property and how it will impact the ultimate redevelopment.

Rod Lahey, an architect working with RioCan on the redevelopment project, said it’s good to have a grocery store in the heart of a future community.

RioCan is working on a larger scheme that includes tall mixed-use buildings and more than 2,000 units. The city is writing a secondary plan for the area that will help chart the property’s redevelopment.

The property is at an important node of the city’s future LRT system, with the adjacent Transitway being converted to LRT as part of the Stage 2 O-Train project.

Oh god...Roderick Lahey is in on this too. Get ready for a field of subpar uninspiring drab dark and light gray brick stubby buildings that look exactly like the other hundred buildings he's got on the go....
