I vote it could be a money issue. As its very unlikely the Quebec construction holiday would have any effect here. And also having a building permit stop at midpoint like that is also wierd.

It's pretty normal for separate permits for below and above grade on a fast-track project (and most projects these days seem to be!). Below-grade would stop pretty much at this point, formwork up, but no permanent construction, other than some rebar for columns sticking up above grade.

The Quebec connection was a stretch!

What are you talking about "no permanent construction"? They have built all the underground floors. Plus you can see the massive core built. The people who built that would be the same ones that build the above ground floors lol

i think he meant no permanent construction above ground level. i.e. done the sub levels, but everything above ground is temporary.

It's not scheduled to finish construction until 2021 so they have lots of time left.

if it is permit related, and it may not be, it would be up to the developer to have all the permits in order from the CoV for construction to proceed at the pace they need.

this is all speculation, who knows it could be financing related.

I am totally confused as to what is going on and what project is being discussed. All I can gather is somewhere downtown there is a project that has stopped being constructed for unknown reasons. So its kind of like how the Trump sat doing nothing for years and years is going on again somewhere.
