The balconies are enclosed, on three sides and the roof. This give a sense of security that the "hanging" balconies do not have. If the railing is high enough, and opaque enough, most people will be fine sitting or standing outside. That is if the wind is not too direct and the sun angle is acceptable. However, how many months is the weather in the "Windy City" going to be good for outdoor balcony use? I would grab some fresh air on the patio before traveling the elevator. I would read as well. But then again I do not choose to live 900 feet up in the air in a skyscraper in the city center. Also, the CC&R might allow a small spa on the balcony. Perfect in the winter.
