Its from Guttenberg, NJ. Angle can be a little deceiving, but you can see Jacobs Ferry (right on Port Imperial Blvd), and the towers near Donnelly Memorial Park as a reference (a top of the cliff).

If you where to pan over to the Manhattan side, it would be positioned parallel to Riverside Park or around 70-80th Street.

the stone is very nice but it doesnt look or feel very street friendly around the block. maybe it will be, does anyone know? are there renders with street level retail and the like?

I love photos that manage to include all of the separate skylines in one photo. When 9 DeKalb is finished that view will look amazing.
