Would be too expensive just to abate traffic on KBR I fear.
I seem to remember back in the day Pitts Memorial was getting under way, and Outer Ring was a just a concept, that someone proposed a bridge across the narrows, making a true ring road with Pitts and ORR; coming down Southside Hills, and jumping across near The Battery Hotel.
Not in my lifetime I'm afraid!
