The article says "five to 15" years for "
FULL" development of the site. It didn't say 15 years for ANY development. For a project of this scale, 15 years is perfectly reasonable but its possible for it to be completed sooner as the market dictates.

The platform itself is expected to take two to four years to finish. Some development in the site’s interior must wait for the platform, but some of the project could rise as that infrastructure is being developed.

I will bet that the retail section next to State Farm Arena will developed as soon as the platform will allow it. That's why they are marketing it to potential tenants now.
The name is growing on me. After all, its probably more appropriate than any of the other "yards". Or maybe I am just accepting the fact that every other development will be called "yards" from now on. Terminus came to mind as well.
