It may not get a lot of attention, but Broadway and Alma is easily one of the most important intersections in our city. As a UBC alumna, I cannot count how many times every year I balanced on the 99 B-Line as it snaked around these corners on my way to and from the West Point Grey Campus. Often I would stop to grab a Slurpee from 7-11, or a treat from Professor and the Pigeon after a hard day...

...So, despite feeling overwhelmed with how much time we spend on civic engagement, we made some enquiries to see what we could discover. After learning about the Moderate Income Rental Housing Pilot Program, and that the developer had switched architectural firms, we made an educated guess that the developer was planning something that should bring a smile to many who rent in Vancouver.

Now, thanks to several people contacting us with copies of their notification cards, we can safely say we were right...

Reliance is months away from beginning the city's rezoning and development application process, but last summer, an artist's renderings of an architectural concept were revealed, showing two, 23-storey white, modern towers, perched on a raised park area above retail space.

No public hearing is ever really boring, but the truth is this one should be a cakewalk compared to the applications that will be heard in June. Already, a proposal to add 21 rental homes in Shaughnessy has received over 700 pieces of correspondence, most of them negative.

In contrast, the second day of this hearing, May 16th, is comprised entirely of rezoning applications for townhomes along the Cambie Corridor. All six of these proposals were envisioned in the community plan, and their small scale means they are unlikely to generate any attention.

Likewise, the Heritage Designation items scheduled for the May 14th hearing are largely being supported, as they propose modest growth to allow for the retention of several historical properties. The remaining three rezoning applications are in areas with relatively new community plans, and resemble their neighbours. Only the failings of the Marpole Community Plan, and the fears of a few residents on Main Street, may cause some headaches.

Backlash Expectations:

8638-8658 Oak Street – Mild
The low turnout at the open house masks concerns about tenant displacement.

4906 – 4970 Quebec Street – Very Low
There are already plenty of similar buildings on the block.

2202 – 2218 Main Street and 206 East 6th Avenue – Low
The concerns raised focus on private views and the amount of nearby construction.

It was all the Villa Cathay. Part of the existing lower building was demolished to add the tower. It was probably to protect the neighbourhood - those Chinese seniors can be pretty fierce.

The property should be familiar to most people, as it is one of the larger car dealerships just south of 12th Avenue. Others, like the housing advocates with Abundant Housing Vancouver, will likely recognize it for a different reason.

Like a couple of other proposals under the Moderate Income Rental Housing Pilot Program, this one had also been previously submitted under a different policy. In this case, the old application was under the Rental 100 Policy, and sought to add 109 rental homes above a new car dealership, similar to the building almost kitty-corner to this one. In the end, that project won the support of the community and of city council in 2016.

As a result, staff are coming forward with a new report on June 11 on how to provide even more protections for what are being called “vulnerable tenants” who may be displaced, which may lead some to say the project decision should wait until after new options are presented.

If the public hearing goes ahead, councillors will be faced with heartfelt pleas to stop the demolition and, even from the most pragmatic of the tenants, an acknowledgment that the redevelopment will mean leaving Vancouver.

“There’s no way I could afford anything more here,” said Don Krossa, a 13-year resident in one of the buildings who does credit adjudication for a major bank. He will be moving to Chilliwack, thanks to his employer’s willingness to let him work from home...
