The plan was always for that lot to become a (public) elementary school, but Magellan isn't willing to pay for it and the city doesn't see a need to invest here versus other growing areas like West and South Loop.
Instead Magellan courted GEMS to open up in their development to provide a (very expensive) school option. It's obviously not a public school, but it does take a lot of the wind out of the sails for those arguing for a public school.
Magellan would happily
accept a public school, I think, if the city paid them fair market value for the land and assumed all expenses for constructing the school. Otherwise, it's a little parcel too small for a highrise, the best they could do is a small boutique condo building.
