Updates from twitter coverage of meeting. All 34 trains are now complete. 24 have certificates. 9 of 13 stations are complete. Winter issues caused by track clearing problems not trains themselves.

Won't make March 31. Now saying Q2. But they say they will need less than 60 days after March 31 to provide a new date.

I'm guessing an approx. 1 month delay.

Quote from Manconi(?) via Jon Willing on Twitter:

RTG last week confirmed it will not be able to hand over on March 31. Says it can hand over in second quarter. No exact date.

I stand by my earlier comments. People need to lose their jobs over this. The March date was ridiculous when it was announced.

The fact that they haven't finished all the station work by now is maddening. RTG is purposely going slow and trying to match station finishing with vehicle acceptance. That's a recipe for further delays as station defects get found later.

Second quarter..... you should know with RTG's bad faith operation, this means September.... My most optimistic read is June 30th.

On more upbeat note, they unveiled a 360 tour of the train:

My guess is less than 3 months (1 quarter). It could be 1 month, but I wouldn't be surprised if its a bit longer.

As for opening for full revenue service. I think July 2 is looking likely. They will probably do public trials before that (and have it running on Canada Day), but I think that is the day they will stop having the Connexion and Rapid buses go downtown.

I also wouldn't be surprised if they do some sort of staggered start, where they continue to have some routes travel downtown while others terminate at an LRT station.

When they say complete does this mean with occupancy permits?

Nobody believed me when I said Trump would win the election either. At this point, the 1 million penalty is pointless but the finance charges RTG is carrying from the withheld milestone payment must be hurting a lot, so at this point they won't want to drag things out much longer. I wouldn't be surprised if they get the remaining trains certified within the first couple of weeks of April. Some of the unfinished things on the stations are kind of weather dependent, e.g. they don't have the fake elevator shroud on the roof of Pimisi, because they didn't install it before the snow fell and now the roof is buried in snow and ice.

This is actually probably what's most wrong with the Stage 2 contracts, the monthly payments remove the self imposed penalty of finance charges.

I think "complete" means occupancy permit.

You can get occupancy permits without the cosmetic stuff being finished. That over a third of the line still has occupancy permits outstanding should be very worrisome. Why is nobody asking them when the permits are expected?

Which 4 stations are not complete? I assume Rideau is one. Are the three western stations (Tunnies, Bayview and Pimisi) the others?

I think it has always been the plan that the bus network would remain as-is for at least a few weeks after LRT go-live.

Parliament is one, they are still doing a lot of work there, I work right by it.

I was at Bayview today and they were installing some exterior paneling but it seemed to be entirely cosmetic work.

Apparently last 10 trains expected to be certified within a week or two.

If we have 34 trains at the end of the month, then my May prediction holds. If we don't, that's when all bets are off.
