The smaller stations have much less room available for people to wait around. They probably need the the additional egress capacity at these stations to be online before the train capacity can be upgraded.
If the ridership was equal compared to an Expo Line station, the Canada Line stations would be still using the station platform space twice as intensely. That effect is even more amplified by the headway on the Canada Line trains being longer, since there would be more passengers exiting per given train, which means more congestion.
I don't disagree that escalators should be rolled out all over the place, but there are limits to budgets and number of capital projects which can be run in parallel.
