I looked at the document (

You know, many events actually require constructing temporary structures, and perhaps that is what this is about. Further, the flat space for the Stampede is way too small for an event of its size, so that is probably coming into play. The articulation on pages 138 / 139 explain this very thing. You also see on the fifty year view that this is hold space for a future convention space expansion - see page 223.
This document has a lot of detail and information, and will take time to parse. I did notice that the expansion of the BMO Centre Hall A+B+C will create a hall that is hockey stick shaped, though it seems symmetrical. I had previously shared the combined new hall will be 235K sf, and you can get a vision of that size on page 219.
Really happy the flames billionaires didn't end up nuking the city's plan for this area by forcing the way more expensive use of West Village so that they could make more money by developing there. This broader entertainment district plan integrating East Village is wayyyyy better for the city and the people who live here!
