You are correct that the LPAT case has nothing to do with the Lebreton issue.
However the appeal was initiated by an individual from the Dalhousie Community Association and is not part of the normal site plan approval process.
Actually just found out that LPAT found the appeal invalid and gave the DCA until today to respond and it appears they have not met the deadline. Looks like construction can start whenever Trinity is ready.

Wow, great update! New LPAT criteria make it challenging to appeal - not really a PPS issue for OPA if already designated high density, same GFA, etc
I haven't appeared at the LPAT (actually it has been probably 10 years since an OMB appearance) but I know those in the industry who do this as their bread and butter find the hearing structure quite strange. From what I hear, the lawyers make a presentation of the salient facts to the member and there is little in the way of cross examination etc that used to dominate hearings.

Yesterday they announced that Trinity would fund the construction of a pedestrian bridge between the developments and Bayview station. I'd assume that will only happen if the towers get built.

AFAIK know city in Canada (or the world) has such an agency. Somehow other cities manage to get by.

Basically means that any appeal of a planning decision will be made the courts. I can't see this being either more effective or more expeditious for contentious planning files.
This is also likely to make municipal planning decisions much more at risk of being politically motivated.
