Pretty confident City of Vancouver extorts the most, but with the least City infrastructure/amenity/cleanliness/upkeep, etc improvements to show for.
For 200 million they can put in the much-needed downtown streetcar system. But I'm sure they will use that to tear down the viaducts.
By the way, I still love this building and hope they get it built quickly.
