You may have missed this earlier, but the observation deck is now called "Sky Venue" and it's a part of whatever hotel will take the top end of the tower. Whether this is a restaurant, banquet room, etc...I have no idea, but it definitely sounds like this isn't a fully public observation deck, currently.

I was thinking more it'd be taller.

The other possibility is that the listed uses could still change, like more added office space or the elimination of the residential portion. I feel like they're still not finalized on how much space to dedicate to each use.

According the Freep it's still about "14 months away before construction becomes vertical" though that's usually the quickest part of construction anyway.

But for now, mechanical and utility work in for the underground parking garage is expected to start next month.

Foundation work has already started and will continue, which is why this is now in the construction forum. But, yes, a lot of foundation and utility work will need to be done before this one starts to rise out of the pit.

BTW, we get word straight from the horses mouth that what we see now will largely be the final design, and most important, that it will definitely rise over 900 feet:

Yes, it's completely in the way, unless they plan on moving it I'm not sure how they're going to keep doing foundation work.

Yeah I've noticed that too. I'm also surprised that the other mound of dirt (towards the Shinola Hotel) is still there as well. I feel like it's back to moving at a snail's pace again.

I'm still not sure what they drilled over in the southeast corner of the site. This is where the truck elevator and turntable will go, but they've sense moved on to the west central portion of the site. Anyone know what's going on here? Is this utility work?

That's a finished caisson. If those are wires sticking out then they might be in the load testing part of the process. It looks like there's several tubes of rebar around the pit which means they'll drill at least several more big caissons.
