I never really understood why getting this done by Monday was so critical. Will this delay be enough to kill HQ2 coming here or just make it more complicated than it otherwise might have been? Also, will Mayor Bottoms ultimately be able to find the votes?

Maybe this will allow time for a better deal to be negotiated for the city, specifically a more rock solid assurance for MMPT and passenger rail.

Great article. Thanks for posting. It adds a lot of detail to the discussion, which makes it easier to understand the urgency.

So from what I gather, the hold up is not about whether the council wants this deal to go through, but about how much it is worth. Those are good questions to be asking, but at the same time, the more time passes, the deal the City is going to get is going to get worse and worse. VA is probably going to keep upping their incentives to Norfolk so this deal is probably as close to the best deal that the City is going to get.

I also don't understand why Howard Shook is saying that he needs to know the identity "unknown anchor tenant". As the article mentioned, there are only 50 companies in the nation that fit the criteria specified and only one has stated an intent to relocate their HQ. Even for the sake of argument that the "unknown anchor tenant" is NOT Amazon, when you're talking about a company that is going to pull in 40K jobs and is pulling in over $50B a year, I don't see why that bit of info is that critical.

If it is in fact Amazon, why would you risk jeopardizing the the relocation? A majority of Atlantans want Amazon, so I wouldn't want to be one of the politicians responsible killing the whole thing.

It sounds like there is a lot of gamesmanship on all sides.

@ATL3000, do you think KLB knew Amazon picked ATL for HQ2 when she spoke to the city counsel last week or was she trying to get city counsel to approve for Norfolk Southern in order to lure Amazon?

Mayor Bottoms: No council vote Monday on Gulch project

"Atlanta Mayor Keisha Lance Bottoms has decided not to ask the city council Monday to approve an ambitious redevelopment of downtown Atlanta's "Gulch."

In a statement released just more than two hours before the start of Monday's council meeting, Bottoms agreed to give council members and residents more time to grasp the details surrounding the proposed sale of Gulch property for more than $100 million to Los Angeles-based CIM Group, which is pitching an up-to $5 billion redevelopment of the old downtown rail yard.

"We recognize and respect that members of council and the public need more time to understand the largest development deal in our city's history," the mayor said. "I have no intention of asking the authors of these proposals to request a vote on these proposals today.

"Members of my administration will continue to work with members of council and the public to better understand the substantial benefits we have negotiated and the benefits this project will bring to our entire city."

Bottoms would have faced an uphill battle getting several legislative items relating to the Gulch deal through council on Monday. Notably, the council committees that considered the proposals last week decided not to put them on the full council's agenda, and it would taken a motion from a council supporter to place them before the council.

Council members and downtown community leaders have called on Bottoms to slow down to further vet the process.

Supporters had been working to move quickly because officials with Norfolk Southern Corp., the railroad giant negotiating to sell its Gulch property to Los Angeles-based CIM Group, was anxious to complete the transaction by the end of September ahead of its third quarter earnings report.

The full council is not scheduled to meet again this month.

What the city council is voting on is tax incentives for the developer. The agreement describes the details if Amazon does not locate HQ2 at the Gulch. If it's Amazon or another Fortune 50 the incentives will increase. The mayor has mentioned the relocation of a Fortune 500 company, but not a Fortune 50 company. The developer has said they are redeveloping the Gulch with or without Amazon.

Basically, what the City Council is voting on has very little to do with Amazon HQ2.

I'm siding with Bender on this. Sources are telling people that Norfolk Southern never had any intention to locate at Gulch. They're going to Midtown.

Thanks for the explanation. It was very helpful, even if we don't see eye-to-eye on how much this is related to HQ2. I am not versed in real estate and development so I feel some of the basics of this deal are going over my head.

Another question for you, Atlanta 3000 or anyone who knows: What is the purpose behind the clause that CIM can't seek incentives from other agencies unless it secures the mysterious Fortune 50 tenant? Why does would that matter to COA taxpayers.

I'm not sure. They mention impact to Ad Valorem Taxes, so my guess is that some potential incentives could negatively impact that. For something like HQ2 they would be willing to give up more revenue because of all of the other impacts.

It's important to remember that this only applies to the developer. A company that relocates to the Gulch could, and most likely would, seek additional incentives.

Makes sense.

I didn't even think about the fact that we're just talking about incentives to the developer. It's really sobering to think about how much money taxpayer money will be shelled out when all is said and done.

What is baffling to me is that no media (other than the ones in ATL) don't think the Gulch deal with CoA maybe related to Amazon HQ2. Maybe they don't know what's going on in ATL? Any thoughts?

There have been speculative articles by some national media outlets about Amazon HQ2 and The Gulch, but they're just that, speculative.

But there's still no definitive evidence they're related, and even if Amazon has selected The Gulch for HQ2 (which we don't know definitively), it's shrouded in secrecy via. the NDA.

So the articles would just be clickbait.
