But the wild card will be those who choose to use a Park n Ride lot along the Trillium Line. In this respect, extending the rail line to the underutilized Riverview P&R next to the Vimy Bridge would be very helpful to those living in Barrhaven and Manotick. Maybe they should try being honest!
They need to impose the million dollar penalty. RTG has calculated that it was cheaper to miss the deadline and as a result didn't hire enough subs. We're a month or from handover and they're still doing tons of actual construction. This should not be the case.

The news of a further delay of the opening of the Confederation Line should surprise nobody. Just looking at the recent picture of the interior of Rideau Station had to send up red flags.

It's not just 34 that isn't finished. 30 of the 34 are fine, 3 of the 34 have tech part missing (mainly things to do with the signaling, which isn't good. apparently RTG lost those parts and doesn't have them for 34 either). And 34 is still being assembled.

I don't remember who is was, but someone was tweeting from inside the FEDCO meeting saying something along those lines.

'I'm pretty angry right now': LRT likely won't be ready until 2019

The Confederation Line LRT likely won’t be ready for customers by the end of 2018, councillors learned Monday.

Transportation general manager John Manconi told the finance and economic development committee that he received a call from RTG on the way home from work on Friday around 6 p.m. suggesting a new schedule of completion.

RTG was supposed to deliver the $2.1-billion LRT system on Nov. 2. The company has now suggested it can deliver it on Nov. 30. Based on the testing that would need to happen, the city doesn’t think the LRT system would open until the first quarter of 2019.

RTG wanted to “carve” out part of the delivery agreement that promised a Nov. 2 handover — which would have meant the partial opening of some stations and a reduced fleet size — but Manconi says the city won’t buckle on the transit system it’s paying for. That means having 34 vehicles and seeing all stations open.

Rideau Station is the one major area of construction that continues to be behind. City staff started raising warning flags about the timelines in August.

“We called them out. We did our due diligence,” Manconi said.

A $1-million penalty is now in play.

Councillors said they were upset during the Monday briefing.

“I’m pretty angry right now,” Coun. Stephen Blais said.

So November 30th was what RTG expected with the carve out? So they may not even be able to deliver to contract spec till new year? They deserve that fine. They are at least 2 months late on a six month extension.

Without giving up the right to fine, the city should actually take the carve out. Let's face it, the chances of things being kink free on handover is very low, and i always thought it was unlikely the city could start service 30 days after taking ownership. We could save ourselves from even further delays by letting the city actually start their testing, even if it's only partial

I'm somewhat baffled that a 2.1B project has a 1M penalty for missing the deadline by almost a year. That hardly seems a sufficient inducement to get it done.

The inducement is progress payments. $275 million outstanding. Think of the interest on that every month they are late. Also, think of their cash flow. They are paying out but not seeing anything come in.

It's a two fold problem here. RTG was either negotiating in bad faith or hiding the truth about the schedule. Which is now going to blow a hole in OC Transpo's budget. Keeping an extra 300+ drivers and lots of buses serviceable for at least another 3-4 months. The above lack of transparency means we can't ascertain if this is actually the last delay or not. They need to be incentivized to come clean.

If the city takes the carve-out, will RTG accept responsibility for defects found after handover. Part of where the city screwed up here is the insistence on something that's pretty close to hard launch. This means they need a very reliable system delivered to them. There's not much margin here.

This is actually more expensive than you might first think. I don't know, but I expect those drivers were given some sort of retention bonus with their severance package to ensure they stayed until the end. Most likely they will have to pay out that bonus and then offer another one for them to stay even longer.

Has that sinkhole been found to be the reason for the first delay? Because I believe the city was at fault for that, right? So it looks to me like the city might want to ease off with the “I’m pretty angry right now” rhetoric.

Can you explain how the sinkhole resulted in parts for the LRVs being misplaced?

Or just a troll stiring up trouble. We all know that it was the RTG that was found responsible for the sinkhole.
