The answer to both of your questions is
yes. Here's another view of the same image (c. 1924?), with 200 Montreal Street circled.
The LA County Assessor says 200 Montreal was built in 1912 [
UPDATE -- After a little more poking around, I think the home may
have been built as early as 1904. One source is
T. O. McCoye's Playa del Rey by Arthur Bradley Fowler (2013), which says the home
was designed by A. W. Eager in 1904]:
