Can't wait for towers 3 & 4 to get going...crazy how this development as awesome as it currently is, is not even 50% done yet given that!

I think it will just start, they announced last year it would be a spring/summer start.
I love the photos people have posted here. I can't help but think when film crews look for interesting modern-looking locations for exterior shots, they'll be shown the True North Square plaza and gardens. The view from the roof top Tavern United restaurant is striking as well.

Back then, I used to be indecisive.
Those photos make the public space seem really small. If the Jets generate similar levels of playoff support in future years, they're still going to have a heck of a problem with crowds.
It is very small. I heard max 1,200-1,500 people depending on vendor setup. And with the location of the one singular screen, I don't think they even intended for this to be able to host events like the Whiteout parties. At best it'll handle pre-post arena event/game parties, and smaller events. You'd think they'd have put another screen on Tower 2 for people sitting on the stairs to see if they were that serious about it.
That honestly doesn't bother me though – it's right sized for 98% of days of the year. Building a plaza to handle 10,000 people would have been a horrible idea. But this now might re-orient the parties to Carlton/Hargrave, which isn't a bad thing either. Keeping Donald and Smith open would certainly be nice, and there's a lot more small businesses that would likely benefit from a move west a bit.
1) I think last season's playoffs were the high water mark for this sort of thing. I mean, let's face it, that was the first legitimate Stanley Cup playoff run in modern Winnipeg history. It was a huge novelty. I don't think you'll see crowds on a similar scale anymore because winning the first round of the playoffs just won't be seen as monumental anymore. Sure there will still be crowds, but they won't be blocking off several blocks of downtown streets for it.
2) The TN Square courtyard is well scaled to this sort of gathering. Much like Maple Leaf Square's little space which provides a little colour and excitement for the TV cameras, we will also have a space for a thousand fans to watch the game al fresco, or maybe even double that if a block of Carlton gets closed down. After having to deal with the costs and inconvenience of last season's playoff run, I'm sure the City will be satisfied with an approach that hems in the size of the party to prevent things from getting out of hand.
In a nutshell, TN made the right call. The space they built is perfect for future playoff gatherings.
I agree, its built to the demand and usage the vast majority of the time. For the playoffs, I agree crowds are likely to be less at least through a few rounds. Returning to the conference final or beyond would see those big crowds again.
They have already said that the square would be combined with street closures. Obviously, the square would not be enough to hold crowds when the Jets advance further in the playoffs. They haven't come close to winning anything yet so expect the crowds to continue to be large if they do well and go further.
